After watching resistance against the data gathering continue here until it was signed out of law, they've all realized the data they rely on may not be that reliable. Worse yet, if the wheels come off here, anybody involved could become the target of a hit. So instead of getting it from us, now they'll do it themselves.

I think I read earlier in an article that there are a whole host of other government departments that can collect the information.  I cannot see it stopping, and when your senate let the Patriot Act lapse.... I think its because they know they have other avenues,.... the whole thing with McConnell could have been an act to make it look he was trying to keep it....  I don't know..... looking back it all seemed weird.   And, remember all the stalling for time....? Its been 2 years since the Snowden revelations....  I believe that was so they could get all their ducks lined up in a row.....
