It might not be that bad, but then Kepler had issues right from the start. Does it seem like the quality of NASA's work has been dwindling? They need to follow the original law, and hire the most qualified people. Honoring Brennan's ruling from the 1970's on affirmative action hasn't exactly been good for the government.
